The Old Parliament Building, situated on the waterfront in the Fort district of Colombo, is one of the most architecturally significant buildings in Sri Lanka. Built in 1930 during British colonial rule, this neo-Baroque masterpiece served as the seat of the Sri Lankan government until 1983 and remains an important landmark and symbol of the country's political history.

Architectural Heritage

Designed by the Ceylonese architect A.W. Malcolm de Soysa, the building combines European Baroque and colonial architectural styles with locally inspired details. The facade features ornate stone carvings, tall Corinthian columns, elegant arched windows, and decorative pediments. The interior originally included a grand debating chamber, committee rooms, and offices decorated with fine woodwork and imported materials. The building's location on the waterfront gives it a commanding presence, with the Indian Ocean as its backdrop.

Political History

From 1930 to 1983, this building was the centre of Sri Lankan politics. It housed the State Council, the House of Representatives, and the Senate of Sri Lanka. Some of the most momentous decisions in the country's history were debated and decided within its walls — from early independence-era legislation to the constitutional changes that shaped modern Sri Lanka. In 1983, the government moved to the new Parliament building in Sri Jayawardenepura Kotte, and the Old Parliament was subsequently converted to house the Presidential Secretariat.

What to See

While the interior is not generally open to the public, the exterior of the building is magnificent and well worth a visit. The surrounding area includes the Lighthouse, the Secretariat Building, and several other colonial-era structures that together form one of the most atmospheric heritage precincts in Colombo. The building is beautifully lit at night, creating a dramatic sight against the backdrop of the harbour.

Photography Tips

The Old Parliament is best photographed from across the road or from the seawall, where you can capture the full facade framed by the harbour. Early morning light enhances the architectural details of the stonework. The building at dusk, with interior lights glowing through the windows, makes for stunning twilight photography.

Visitor Tips

The building is best viewed from the exterior. The surrounding Fort district is a fascinating area to explore on foot, with narrow streets lined with colonial-era shops, offices, and places of worship. Wear comfortable shoes and bring water — the Fort area can be quite warm during the day.
